William was born on 14 MAY 1740 in Barnstable, Massachusetts, the son of Samuel Phinney and Hannah Ray.

He had two marriages/partners. His first wife was Lucy Hatch, who he married on 10 JAN 1765 in Falmouth, Massachusetts. Their four known children were Molly (1765-?), Rosenear (1766-?), Samuel (1770-1851) and Mercy (1773-1852).

His second wife was Barbara Burgess, who he married on 28 MAR 1813. The place has not been found. Their three known children were William (1814-1904), Lucy (1817-?) and Adaline (1818-?).
